Do I need to start chakra meditation at the root or can I start at the throat?

I've always had difficulty speaking up, especially in delicate situations. I experience constriction in my throat when I attempt to express myself, and I imagine that my throat chakra is clogged. Yet each book I read instructs me to begin chakra meditation from the root and work my way up. I'm eager to start working on my throat chakra explicitly. Must I take the traditional path, or can I start with the chakra most constricted for me?
