Why does my brother freak when around the crowd?

My brother suffers panic attacks in crowded areas. He is nervous, does not look straight, and lacks concentration. Even commonplace audiences cause him anxiety. I am also suspecting that Moon / Rahu-Ketu placements could be the source of his social anxiety. I only wish that astrology will help direct his own thoughts, and propose the means to be safe, calm, and confident in any such situations.
